Participants included members of the municipal performance monitoring and evaluation units, as well as the municipal capacity support units in the three provinces.In addition, various technical assistants, including knowledge management staff from the TAU, were present.The HoD of Local Government, Kwa-Zulu Natal Ms. Gabi Gumbi-Masilela welcomed the participants to KZN.The COGTA M&E Unit was also represented.Aspects covered during the two days are:

• The Local Government Turn-Around Strategy (LGTAS) Implementation Plan;
• Provincial responses to the LGTAS;
• Development of indicators that could be used to monitor the LGTAS focus areas;
• The Ideal Municipality
• Updates on task team/working group progress since PLN 2:Comparative Performance Assessment System (COMPASS) – Western Cape Capacity Assessment Tool (CAT) - Eastern Cape Municipal Differentiation Model

The value of the PLN was confirmed by participant feedback and the need for continued TAU support for this learning network was confirmed.
