THE 2nd PLN MEETING

 

The first PLN chose the theme, ‘monitoring and evaluation’ for the 2nd PLN, as it incorporated many of the issues highlighted in the first PLN. Participants included members of the municipal performance monitoring and evaluation units, as well as the municipal capacity support units in the three provinces. In addition, various technical assistants, including knowledge management staff from the TAU, were present. DDG local government Western Cape, the COGTA M&E manager, and a SALGA representative attended the proceedings as well.

  • Eastern Cape - Capacity Assessment Tool (along with their assessment of the municipal annual reports and their framework for monitoring and evaluation)
  • Western Cape - Comparative Municipal Performance Assessment System (COMPAS)
  • Kwazulu Natal - Municipal Differentiation Model

Task teams were formed to further develop the various tools before the next PLN. Itwas agreed that the third Learning Network meeting would hone in on specific areas of relevance.
Various task teams were set up to explore different dimensions of M&E, as follows:

  • Capacity Assessment Tool led by the Eastern Cape
  • Comparative Municipal Performance Assessment System (COMPASS) - led by the Western Cape
  • Municipal Differentiation Model - led by KwaZulu-Natal
  • Data Directory - led by Western Cape
    Ideal Municipality: informed by constitution/LGTAS - led by DOCG
