MANAGEMENT

  • The management of the Panel of Professional Service Providers will be by the TAU. Service Providers will be selected via transparent and documented process by the TAU Panel Management Committee [PMC]. Selection will usually be from 3 or 4 Panel members short-listed by the closeness of their skills and experience to the project requirements as described in written terms of reference [ToR] prepared by the TAU Principal Technical Advisor assigned to the project and their location in relation to the location of the project.  HD status and price based upon that submitted by the panel member at the time of bidding will also  be factors considered in the evaluation.  The short-listed panel members would either be asked to submit a proposal related to the ToR or attend a structured interview with the PMC. The preferred candidate would then be evaluated by the PMC using a predetermined set of selection criteria.
  • A contract may, on reasonable and justifiable grounds, be awarded to a bid that did not score the highest number of points.
  • TAU may, before a bid adjudicated or at any time, require a bidder to substantiate claims it has made with regard to HDI preference points claimed.
  • The Panel of Service Providers is primarily for TAU to utilise to rapidly provide suitable professional service providers to their projects within government.  The service contract would be between the TAU and the Organisation providing the service provider or the individual where no organisation exists.
  • Access to the Panel database and subsequent employment of panel members by other divisions within National Treasury and other government bodies is only via the written agreement of the Chief Director of the TAU.
  • It is the policy of TAU to limit the re engagement of panel members for more than three contracts within the tenure of the panel.  However in particular circumstances motivated for by the TAU and with the approval of the PMC this policy would not be enforced.
